Board of Directors

At IHSD, it is the people that make our programs effective. A diverse board of directors leads IHSD and works continuously to improve the quality of service for families, and build a foundation for educational success.

Barbara Bentley, Psy.D., M.S.  Ed.D.
Barbara Bentley joined the IHSD board in December, 2006.  Dr. Bentley is a licensed pediatric psychologist serving the Development and Behavior Department at Lucile Packard Children’s Hospital at Stanford University Medical Center.  Before moving to Northern California, Dr. Bentley was an Assistant Professor of Clinical Pediatrics at the University of Southern California in the Keck School of Medicine specializing in early childhood development, social and emotional issues in early childhood, and children with special health care needs. She has consulted to Early Head Start and Head Start programs in Los Angeles and Monterey Counties.  Dr. Bentley holds bachelors, masters, and doctorate degrees in Psychology and a master’s degree in Medical Education. 

Patricia Dey Cuendet, Ed.D.
Pat Cuendet joined the IHSD Board in 2003. She has had extensive experience in public and private school education. Her teaching experience includes public (classroom and gifted/talented), private, and University Laboratory schools in Illinois, Arizona, and California. She has been an elementary school K-6 principal for the past 13 years in Arizona. Under her leadership, Motorola donated a quarter million dollar computer lab to her low-income school. She also secured Federal funding for a complete before and after-school program of activities, tutoring, nutrition and sports. Pat taught evening classes for the University of Phoenix in Arizona and is currently a Field Supervisor for the University of San Francisco. She received a BA in Education and MA in Educational Psychology from Southern Illinois University and a doctorate in Educational Leadership from Arizona State.

Judith L. Hirsch, M.A. (Board Chairperson) Elected on March 11, 2005
Judith Hirsch joined the IHSD Board of Directors in 2002. She retired as the Associate Vice President for Student Enrollment Services after fifteen years with California State University, Hayward. Prior to moving to California, she was associated with the University of Maryland, both Baltimore County and College Park campuses, teaching and serving administrative positions. She has been a paid consultant with the University of Colorado, San Francisco State University and the University of California, Berkeley. She has developed management skills workshops that she and her partners presented nationally over a period of ten years. At different times over the years, her administrative tasks have involved student counseling, public relations, scholarship programs, student affirmative action, school relations, as well as admissions, records and registration.

Jean Kohn, M.D., M.P.H. (Secretary) Elected on March 11, 2005
Dr. Kohn has been a member of the IHSD Board of Directors since 1994. Her past board experience includes being on the Board of the Association of Children’s Prosthetic-Orthopedic Clinics. In addition to Dr. Kohn’s extensive work in academia at Stanford University’s School of Medicine and out in the field with Project HOPE, she has been a practicing pediatrician since 1953. Presently, she is at the Lucile Packard Children’s Hospital working in the Mary L. Johnson Infant Development Clinic. Dr. Kohn also has many medical journal articles to her credit, many of which focus on children with special needs.

Theresa Chen-Louie, D.N.S.
Dr. Chen-Louie has been a member of the IHSD Board of Directors since May 2000, and a member of the Executive Committee since 2001. She is an Associate Professor at San Francisco State University. She has worked with nursing students in a variety of community settings, including infant stimulation, prenatal and parenting counseling and environmental health. Dr. Chen-Louie was consulted with extensively in the development of the nursing curriculum for Project Hope and the World Health Organization in China and Macao. An active member of her high school, McTyeire Alumnae Association, she is involved with the Adopt a Student Program for the education of rural young women in China.  Her publications relate to Chinese American cross cultural communication and bilingual family therapy.

Dave Major
David Major is a newly elected member in 2006.  He was a former Head Start child and is now a school teacher at a private school.  He has worked in both public and private education.  David earned his BA from the University of California, Berkeley.  Prior to entering the field of education, he was employed as a Research Associate by UC Berkeley’s Environmental Science and Policy Management (ESPM) Department.  His primary research, funded by the California Air Resource Board (CARB), centered on the study of Nitrogen Oxide emissions (NOx gasses) in agricultural soils throughout the San Juaquin Valley.  His work contributed to various publications in the field of soil microbiology.  As an educator and board member, David is committed to working with program staff in improving program quality for young children and their families.  He also has a great interest in advocating adequate funding for comprehensive child development programs such as Head Start and Early Head Start.

 Sterling K. Sakai, J.D. (Vice-Chairperson) Elected on January 9, 2006
Sterling Sakai began his tenure on the IHSD Board of Directors in February 2004. He recently retired as director of enrollment management after 27 years of service with California State University, Hayward. His primary responsibility was the redesign and implementation of the campus’ enrollment management strategy and program organization to more effectively serve enrolled and prospective students including those from under served communities. He has participated in admission and financial aid student access committees for the California State University and national commissions such as the SAT Advisory Committee of the College Board and the Student Diversity Project of the National Association of College Admission Counselors.

Nidia Lopez (Policy Council Chairperson)
Nidia is currently San Mateo County Head Start/Early Head Start Program’s Policy Council Chairperson and a member of the Board of Directors. She is a Head Start parent with a great interest in collaborating with program staff and other parents to enhance program quality. Nidia maintains a strong belief in the leadership development of all Head Start parents, and specifically Policy Council members, and has been working closely with IHSD management to ensure ongoing training and development of Policy Council Members. She also supports ongoing development of IHSD’s comprehensive services, family involvement efforts, community partnerships, and parent education components, and has provided many insights as a parent who has benefited from these services.
