Board of Directors

At IHSD, it is the people that make our programs effective. A diverse board of directors leads IHSD and works continuously to improve the quality of service for families, and build a foundation for educational success.

Sterling K. Sakai, J.D. Elected on January 9, 2006
Sterling Sakai began his tenure on the IHSD Board of Directors in February 2004. He recently retired as director of enrollment management after 27 years of service with California State University, Hayward. His primary responsibility was the redesign and implementation of the campus’ enrollment management strategy and program organization to more effectively serve enrolled and prospective students including those from under served communities. He has participated in admission and financial aid student access committees for the California State University and national commissions such as the SAT Advisory Committee of the College Board and the Student Diversity Project of the National Association of College Admission Counselors.

Jeanette D. Wheeler (Vice-Chairperson)
Jeanette D. Wheeler has a M.A. from San Jose State University in Counseling Psychology and is one of our newest board members.  Her lifelong interest is in education, especially for the underserved, minority, low-income population.  Jeanette was a Senior Research Scientist at the American Institutes for Research in Palo Alto where she worked on local, state and federal project, evaluating programs for children with special needs at he school and state levels. She has also volunteers for the Family Services Agency in Redwood City, served as the 2004-2005 Chairperson for the Education Committee of San Mateo Grand Jury, and was the liaison to the Board of Directors for Achievekids School in Palo Alto.  Jeanette’s fields of specialization include Education Equity, Compensatory Education-Primary Level, Program Evaluation and Special Education.

Suzanne Bonotto
Suzanne Bonotto is one of our newest members to the IHSD Board. Ms. Bonotto is an attorney with the Intellectual Property Group at Carr, McClellan, Ingersoll, Thompson & Horn, in Burlingame, California. Ms. Bonotto received a B.A. in English cum laude from Santa Clara University and a J.D. from Santa Clara University School of Law. Ms. Bonotto also externed for the Honorable Jeremy Fogel, United States District Court, Northern District of California, and was the Director of Santa Clara University School of Law’s Honor Moot Court program.

Colleen Berube (Board Chairperson)
As Vice President of Applications at Adobe, Colleen is responsible for IT business solutions including Adobe.com, and is leading the evolution of Adobe’s enterprise architecture.  Under her leadership, Adobe is transforming the way IT engages with the business to build and deliver new business capabilities. Colleen brings to Adobe extensive experience driving large-scale transformational change across IT organizations.  Prior to joining Adobe, Colleen served as Senior Director, IT at Cisco Systems where she was responsible for advancing capabilities to support significant growth and business change in their services and support business.  Colleen also served as Vice President of IT at Intermec Technologies, leading all aspects of IT, and held senior management positions at Palm and SAP America. Colleen earned a BA from State University of Arts and Sciences at Potsdam, NY, and an MBA from the University of North Florida. She has served as a presenter and panelist at a number of technology and business forums. Active in the community, she recently joined the board of directors for The Institute for Human and Social Development in San Mateo County (California), a non-profit organization providing education and support services for young children and their families.

Shawn Mattar
Shawn Mattar is a Senior Manager with over 13 years of experience with Deloitte & Touche LLP. Throughout his career, Mr. Mattar has helped clients in various industries address a range of issues with his unique experience in process transformation, IT Governance, data analytics and IT Internal Audit. Mr. Mattar has a Bachelor of Science in Business Administration from The Ohio State University, Columbus, OH, with Honors and Distinction in Accounting/MIS, and Finance. He is a Certified Information Systems Auditor (CISA) and is also Certified in the Governance of Enterprise IT (CGEIT).

Susan L. Kelly
Susan L. Kelly has a Bachelor in Science in Psychology from UC Berkeley, California a Master’s Degree in Counseling from California State University in Hayward, California.  Susan’s professional experience includes being staffed at the Rhinette Nursery School in Burlingame, Founder and Director/Teacher of Steppingstone Nursery Daycare in Burlingame, being a substitute teacher, owner of Ride a Purple Pelican Family Daycare and is presently Director/Teacher at St. Paul’s Nursery School in Burlingame.  She is also a partner with IHN and St. Paul’s Church.


Gilma Guevara

  • Principal for Lexicon Translations

  • Bachelors of Science in Business Administration and Minor in Marketing, Nortre Dame de Namur University.
